(Ne)vyrovnání s komunistickou minulostí

V letošním roce uplynulo již 35 let od pádu komunistických režimů v Evropě. Ve většině států proběhlo předání moci nekrvavě, čímž vytvořilo tak zcela novou geopolitickou situaci a způsobilo zásadní změny v evropském i světovém uspořádání. Neblahé dědictví totalitních systémů a komunistické minulosti ale nadále zasahuje ve větší nebo menší míře do fungování mladých demokratických států. Ústav pro studium totalitních režimů připravuje na listopad 2024 mezinárodní vědeckou konferenci k 35. výročí pádu komunistického režimu.

Der (Nicht-)Ausgleich mit der kommunistischen Vergangenheit

Heuer jährt sich zum 35. Mal der Fall der kommunistischen Regime in Europa. In den meisten Ländern ging der Machtwechsel unblutig vonstatten, und bewirkte eine völlig neue geopolitische Situation, die zu einer grundlegenden Veränderung der europäischen und der weltweiten Ordnung führte. Das Erbe der totalitären Systeme und der kommunistischen Vergangenheit beeinträchtigt jedoch weiterhin mehr oder weniger stark die Funktionsweisen der jungen demokratischen Staaten. Internationale wissenschaftliche Konferenz zum 35. Jahrestag des Zusammenbruchs des kommunistischen Regimes.

The (non-)reconciliation with the communist past

This year marks the 35th anniversary of the fall of the communist regimes in Europe. In most countries, the change of power was bloodless and brought about a completely new geopolitical situation that led to a fundamental change in the European and global order. However, the legacy of totalitarian systems and the communist past continues to affect the functioning of the young democratic states to a greater or lesser extent. International academic conference on the 35th anniversary of the collapse of the communist regime.

Konference hledá odpovědi na následující otázky:

• Jak se jednotlivé státy vyrovnaly s komunistickou minulostí? Jak (ne)potrestaly pachatele a odškodnily oběti? Jak napravily zločiny a vyřešily majetkové nebo morální otázky?
• Jaká byla přijatá efektivní opatření k zamezení opětovného návratu bezpráví?
• Je možné najít v přístupech jednotlivých států shodu v procesu vyrovnávání se s komunistickou minulostí? Jaké jsou naopak rozdíly?
• Jaký celoevropský či dokonce celosvětový dopad má vztah ke komunistické minulosti v zemích bývalého sovětského bloku?
• Jaký vliv měl pád sovětského bloku na „západní“ státy?
• Jak se v jednotlivých státech postupem času a s nástupem nových generací klade důraz na politiku paměti?
• Jak ovlivnila kontinuita či diskontinuita práva vyrovnávání se s komunistickou minulostí?
• Můžeme považovat trestní postih pachatelů, legislativní akty, rehabilitace, restituce, morální odsouzení, lustrace nebo zřizování paměťových institucí za důležitý nástroj společnosti v procesu vyrovnávání se s komunistickou minulostí?

Výstupem konference bude digitální dvojjazyčný sborník.
Pro účast na konferenci je nezbytná registrace.
Registrace bude spuštěna koncem září 2024. O zahájení registrace budete informováni e-mailem.

Die Konferenz sucht Antworten auf folgende Fragen:

• Wie haben sich die einzelnen Staaten mit ihrer kommunistischen Vergangenheit auseinandergesetzt? Wurden die Täter bestraft und die Opfer entschädigt? Gelang eine Wiedergutmachung und wurden die Vermögens- und/oder Moralfragen gelöst?
• Welche wirksamen Maßnahmen wurden ergriffen, um die Rückkehr von Unrecht zu verhindern?
• Gibt es, bei der Auseinandersetzung mit der kommunistischen Vergangenheit einen Konsens in den Ansätzen der einzelnen Staaten? Was sind die Unterschiede?
• Welche europaweiten oder gar weltweiten Auswirkungen hat das Verhältnis der ehemaligen Länder des Ostblocks zu ihrer kommunistischen Vergangenheit?
• Welche Auswirkungen hatte der Zusammenbruch des Sowjetblocks auf die „westlichen“ Staaten?
• Welcher Wert wird mit dem Lauf der Zeit und dem Aufkommen jüngerer Generationen auf die Gedächtnispolitik in den einzelnen Staaten gelegt?
• Welchen Einfluss hatte die Kontinuität oder Diskontinuität der Rechtsprechung auf die Aufarbeitung der kommunistischen Vergangenheit?
• Können wir die strafrechtlichen Verurteilungen von Tätern, Gesetzgebungsakte, Rehabilitationen, Restitutionen, moralische Verurteilungen, Lustrationen sowie die Errichtung von Gedächtnisinstitutionen als ein wichtiges gesellschaftliches Instrument des Bewältigungsprozesses der kommunistischen Vergangenheit betrachten?

Die Konferenzbeiträge werden in einem digitalen, zweisprachigen Tagungsband veröffentlicht.
Für Konferenzteilnahme ist eine Anmeldung erforderlich. Diese wird etwa ein Monat vor Konferenzbeginn möglich sein.

The conference seeks answers to the following questions:

• How have the individual states dealt with their Communist past?  Were the perpetrators punished and the victims compensated? Was reparation achieved and were property and/or moral issues resolved?
• What effective measures were taken to prevent the return of injustice?
• Is there a consensus in the approaches of the individual states in dealing with the communist past? What are the differences?
• What are the Europe-wide or even worldwide effects of the relationship between the former Eastern Bloc countries and their communist past?
• What impact did the collapse of the Soviet bloc have on the „Western“ states?
• What value is placed on the politics of remembrance in the individual states with the passage of time and the emergence of younger generations?
• What influence did the continuity or discontinuity of legal practice have on coming to terms with the communist past?
• Can we consider the criminal sentencing of perpetrators, legislative acts, rehabilitation, restitution, moral condemnations, lustrations and the establishment of institutions of remembrance as an important social instrument in the process of coming to terms with the communist past?

The conference papers will be published in a digital, bilingual conference proceedings.
Registration is required for conference participation. This will be possible approximately one month before the start of the conference.
