Union of Soviet Socialist Republics (USSR)

As of the second half of the 1950s, the Committee of State Security (KGB) attached to the Council of Ministers of the USSR, and from the beginning of the 1970s also the Ministry of the Interior of the USSR, formalized their cooperation with departmental services of Czechoslovakia’s National Security Corps (SNB) – specifically, the State and Public Security services, or StB (Státní bezpečnost) and VB (Veřejná bezpečnost) – as well as other parts of the Communist security apparatus. Management and supervision were realized via cooperation agreements and protocols resulting from joint meetings and negotiations, during which the Czechoslovak partners were assigned concrete tasks. The agreements and protocols were concluded both on the executive level of Interior ministers and chairs of the KGB, as well as on the level of chiefs of individual operative and non-operative or regional directorates. To give the appearance of equality between the partners, the negotations took place alternately in Prague and Moscow.
