Personnel Composition of the Main Counterintelligence Directorate – SNB Directorate II

Introductory Notes :: Main Counterintelligence Directorate

The last organization of civilian counterintelligence at the State Security Service (Státní bezpečnost – StB) headquarters before the fall of the Communist regime, the Main Counterintelligence Directorate (Hlavní správa kontrarozvědky – HSK) was established on August 1, 1988 within the context of a complete reorganization of the Federal Ministry of the Interior; it had the cover name SNB Directorate II. Its chief was from the beginning K. Vykypěl; his superior was the First Deputy Federal Minister of the Interior A. Lorenc.

The HSK, in the interest of concentrating both power and expenses of chief and support positions, combined as of 1974 the then independent SNB Directorate II (counterintelligence) with SNB Directorate IX (protection of the economy) and SNB Directorate X (struggle against with the “internal adversary”). Sections 1 through 4 had responsibility for the struggle against with the “external adversary”, Sections 5-8 were responsible for “protection” of the economy, and Sections 9-12 for the “internal adversary” (the Section 9 “protected” the church, Section 10 “defended” parties and organizations of the National Front and “fought” with the opposition, Section 11 had the task of “protecting” the area of science, culture and education, and Section 12 concerned itself with “ideo-diversionist” centers (those that diverged in any way from the single official Marxist-Leninist ideology, this typically concerned emigrés or other sympathetic parties involved in some kind of resistance or opposition activity abroad), as well as emigration overall, including the Russian and Ukrainian exile organizations OUN and NTS. The analytical section was also an important one, collecting both new and old documents from the analytical sections that had been maintained by the three directorates. The HSK of course also had an operations center as well as necessary personnel and support sections. The total established state of the headquarters came to 850 employees, including chiefs and administrative staff.
